Its structural components—<strong>five shields, upper and lower rings, joints, an engine, and a rudder</strong>—symbolize the critical functions of governance, including strategic alignment, risk management, accountability, data and AI integration, transparent communication, lean efficiency, vision-driven propulsion, and innovation.</p> <p>The paper situates the model within global governance practices, drawing lessons from cases such as <strong>Estonia’s digital governance, Singapore’s anticipatory statecraft, climate change frameworks, pandemic response, AI regulation, and space governance</strong>.<br>By providing a unifying metaphor, the SGM offers policymakers, organizations, and researchers a <strong>practical and adaptive governance architecture</strong> capable of withstanding volatility, uncertainty, complexity, and ambiguity (VUCA) while enabling sustainable and equitable development.</p> |
