contents <p>Access to the internet remains uneven across the globe, with many communities constrained by low-bandwidth environments that limit participation in the digital economy and access to essential information. This paper explores design strategies that can improve digital accessibility under such conditions, drawing on secondary research across web development, content delivery, and network optimization literature. Core approaches examined include Content Delivery Networks (CDNs), Responsive Web Design (RWD), and optimization techniques such as lazy loading, alongside emerging innovations like peer-to-peer browser-based systems exemplified by Fledger. Through a synthesis of case studies and technological analyses, the study highlights how these strategies collectively reduce latency, conserve bandwidth, and enhance usability across diverse connectivity settings. Findings suggest that combining traditional optimization methods with novel decentralized architectures can substantially mitigate the digital divide. The paper concludes by emphasizing the need for inclusive, efficiency-driven design practices that ensure digital resources are accessible to users regardless of connectivity constraints.</p>
