  • Twenty-five years ago, when the librarianship program was established in Iran and we looked at each library as an independent unitwhich should be transferred from the period of librarianship to the period of book provisionwith this so-called micro-view, we trained introverted librarian/managers who were technique-oriented and skilled in working with tools. In those conditions, an independent library, independent of its users and independent of other libraries, either moved forward, regressed, or remained stagnant. This situation is not compatible with the conditions that information dissemination requires for development. In information dissemination for development, the macro view and the unified movement of all centers are considered to meet the scientific and research needs of all members of society. The phrase "unified movement and meeting the needs of all" has the concept of the participation of everyone in decisions and the responsibility of everyone in implementation at its core. The five principles that enable a healthy transition from the stage of book provision to the stage of effective information dissemination in development are: 1) serious attention to the science of management as the software of progress; 2) the existence of a scientific and information policy based on principles and laws; 3) serious and active participation in decisions and commitment to the responsibility resulting from participation in decisions; 4) establishing people-oriented management and establishing stability in management and facilities; and 5) the wise management of resistance to change in values, knowledge, and skills. In the main text of the article, each of the five cases above will be discussed with regard to the current situation of the field of librarianship and information dissemination in Iran.
