-
This article investigates how local government in San Francisco delivers and maintains public parks, analyzing the city’s capacity, funding strategies, and governance structures. Drawing on the 2022 Park Maintenance Standards Report and concepts of environmental governance, the study evaluates successes and disparities across neighborhoods. Findings highlight the city’s diversified funding through general funds, bonds, grants, and philanthropy, alongside challenges of inequity in “Equity Zones” disproportionately affected by environmental risks. The paper also considers the importance of legitimacy and public perception, arguing that stronger community engagement and strategic maintenance are essential for sustainable park management. Recommendations include prioritizing underserved areas, fostering partnerships, embracing real-time reporting technologies, and adopting preventative, data-driven maintenance approaches. The case illustrates how parks embody broader issues of equity, governance capacity, and environmental justice in urban policy.
