contents	<p>This protocol begins with a diagnosis of the structural flaws (energy, adaptation, latency) in current physics and computing paradigms and presents a fundamental solution. The solution is based on new fundamental laws: the Universal Flow Model (EAM), which defines the universe as a "flow," and the "Operating System of the Universe" (ACTΔ), which describes existence through four basic principles (Flow, State, Change, Time). Based on these laws, two patented core inventions have been constructed: the "Reflexive Cell" (hardware), which is aware of its own change, and the "Self-Regulating Operating System" (method), which governs these cells.</p> <p>The strategic purpose of this protocol is to prevent the monopolization of the technology. To this end, all system-level applications that can be built upon the patented core architecture (e.g., for data centers, autonomy, software APIs) are intentionally disclosed to the public domain. This creates a "defensive shield" around the RPU ecosystem, encouraging innovation while directing all parties to license the core technology.</p> <p>Finally, the rules for participation in this new reality are declared, including the requirement of empirical proof via an FPGA prototype and a call for a "Founder Partnership" as the ultimate goal. This document is not merely a technical specification, but a foundational constitution and an invitation to collaboration for the next era of computing.</p>
