Using the PRISMA method, the study examines research and policy documents published between 2009 and 2024 to understand how sustainable finance tools, particularly green bonds, support low-carbon, resource-efficient growth. The findings reveal a growing role for green bonds in funding circular initiatives, especially in waste management, renewable energy, and sustainable infrastructure—primarily in developed economies. Success factors include strong policy frameworks, transparent monitoring, public-private partnerships, and increasing consumer demand. However, the review also identifies persistent challenges such as limited awareness, greenwashing risks, weak regulatory support, and lack of standardized metrics, especially in emerging markets like India. The study emphasizes the need for targeted policy reforms, investor engagement, and business-led innovation to scale circular economy efforts. Strengthening financial instruments and collaborative models can enhance the environmental and economic impact of green investments.

Keywords: Green Bonds, Circular Economy, Sustainable Investment, Green Finance, Resource Efficiency

JEL Classification Number: G23, Q56, M14, Q58, Q01
