contents <p>This work introduces the Passione Principle, a deterministic framework for quantum decay. Contrary to the orthodox view of decay as an intrinsically random process, the Passione Principle proposes that decay occurs when the internal quantum clock phase of a system becomes synchronized with the phase of vacuum field fluctuations. This reframes quantum decay as a conditionally deterministic event, where apparent randomness arises from inaccessible vacuum initial conditions. The paper outlines experimental pathways—including vacuum squeezing, phase-locked pulses, and cavity-QED engineering—to validate and exploit this principle. Implications span theoretical physics, experimental quantum optics, and philosophical interpretations of time.</p>
