- <p><span lang="EN-US">This preprint presents the <em>Dark Hole Hypothesis</em>, a theoretical framework proposing that black holes contain a dual-layer <strong>Filtering–Conversion Layer (FCL)</strong> which maintains simultaneous covariant conservation of energy and information.<br>Within a modified Einstein–Maxwell system, the FCL acts as a quantum interface that filters incoherent inflows and re-encodes them into coherent informational states.<br>The model predicts three observable phenomena—(1) entropy-flow perturbations analogous to quantum-error-correction oscillations, (2) axion–photon resonance absorption lines correlated with polarization rotation, and (3) superradiant spectral shifts in boson clouds—providing falsifiable criteria for quantum-information recycling in black holes.<br>Six falsifiability standards (F1–F7) are defined, linking theoretical consistency with potential observations using instruments such as ALMA, EHT, SKA, LIGO, and LISA.<br>This version is deposited on Zenodo (CERN) as an <strong>independent open preprint</strong> and retains full copyright under the <strong>Creative Commons Attribution 4.0 License (CC BY 4.0). </strong></span></p>
