contents <p>This paper presents a complete formulation of the Vacuon-Dilaton Theory (TVD), a rigorous scalar-gravitational framework that unifies dark matter and dark energy through the spontaneous breaking of scale symmetry. Developed from first variational principles, the theory demonstrates the dynamic emergence of the Planck scale and the cosmological constant from the vacuum expectation value of the Vacuon field. It features a self-regulated effective potential that avoids gravitational singularities and establishes a natural relation between the coupling constants λ and ξ. The work includes 1-loop and 2-loop renormalization with beta functions, analysis of the conformal anomaly, Coleman-Weinberg-type dimensional transmutation, and a comprehensive study of cosmological implications, spherical collapse, and quantum stability. The theory provides a coherent, renormalizable, and verifiable foundation for emergent gravity, with specific falsifiable predictions for gravitational waves, equivalence principle tests, and cosmological observations.</p>
