It is structured to categorize and analyze the multifaceted pressures that necessitate a shift toward more flexible and sustainable governance models.</p> <p>The paper identifies three core, interconnected domains of challenges:</p> <ol> <li> <p><strong>Financial and Economic Challenges:</strong> Analyzing the impact of escalating costs driven by technological innovation and demographic shifts (aging populations, multimorbidity), and the administrative complexity involved in transitioning to a <strong>Value-Based Healthcare (VBHC)</strong> model.</p> </li> <li> <p><strong>Technological, Quality, and Safety Challenges:</strong> Examining the dual nature of digital transformation, focusing specifically on the imperative for robust <strong>cybersecurity</strong> and patient privacy in the era of Electronic Health Records (EHRs), and the ethical governance required for integrating <strong>Artificial Intelligence (AI)</strong> into clinical and operational processes.</p> </li> <li> <p><strong>Workforce and Governance Challenges:</strong> Addressing the human capital crisis, including high rates of <strong>burnout</strong> and staff shortages exacerbated by recent crises, and the critical need for developing agile <strong>crisis governance</strong> models and new leadership competencies.</p> </li> </ol> <p>The paper's methodology utilizes a <strong>systematic analytical review</strong> of literature and institutional reports from 2018–2025 to build a structured framework.
