contents <p><span>This paper establishes a complete, causal foundation for electromagnetism and inertia within the Vacuum Energy Quanta Field (VEQF) framework. We prove that solitons—coherent, persistent disturbances constituting matter—are mathematically inevitable as the only stable attractors of the VEQF under energy injection. From the Resonance Criterion we derive the observed inertial mass, elementary charge, and magnetic dipole of the electron as emergent, structural properties of these matter solitons. Inertial mass is the quantum action (h) the VEQF expends to restore its undisturbed condition when matter is displaced by its characteristic impact distance (Δx = h/(m c)) at speed c. Charge arises from strain asymmetry in the displacement field of the soliton, while the magnetic dipole is a phase-winding vortex stabilized by torsional resonance. All interactions are unified as ripple-mediated VEQF reorganization effort driven by the Least Tension Principle. This framework eliminates intrinsic properties, virtual particles, and spacetime curvature, offering a deterministic, topological view of reality.</span></p>
