contents
This review examines how sociotechnical values shape the design, implementation, and performance of digital systems within the Nigeria Immigration Service (NIS). Using the six-dimensional framework proposed by Shilton, Koepfler, and Fleischmann, the paper analyzes NIS technologies such as the e-passport system, MIDAS border infrastructure, biometric enrollment platforms, and data-sharing systems. The study identifies how values such as security, privacy, identity accuracy, and operational efficiency are negotiated between human actors, technical systems, and institutional structures. The review provides insights relevant for digital identity research, public-sector innovation, and doctoral studies in information technology and border governance.
