contents
This paper presents the Relational Time Theory (RTT), a fundamentally new
approach to solving the problem of time in quantum gravity. RTT posits that time
is not a fundamental entity but an emergent property arising from the network
of quantum correlations within a primordial Space-Material Complex (SMC). The
theory introduces a hierarchical ontology: SMC → gravity → motion → time →
irreversibility. This framework resolves the frozen time problem, provides a physical
origin for the arrow of time, and yields unique, testable predictions including suppressed
primordial gravitational waves (testable with LISA) and oscillatory galactic potentials
(testable with Gaia).

Keywords: quantum gravity, problem of time, emergent time, relational physics,
gravitational waves, galactic dynamics
