contents
The objective of this work was to record in real time the process of developing Horizon proposals with a multi-actor approach component which, by definition, requests the involvement of proposal actors from the initial project idea. By systematised recording of these examples, we expected to obtain real cases of proposal development stories to enrich the work of PREMIERE analysing the proposal development process to generate useful recommendations to future applicants and develop tools to facilitate this.

The emerging proposals’ report presents relevant tips, approaches, and methodologies that were gathered from regular interviews with participants taking part in the writing of three Horizon Europe proposals between early autumn 2023 and February 2024. A special attention is paid to the multi-actor elements that were present in the preparation of all three proposals. The report also identifies most significant challenges that were present during the preparation process of multi-actor proposals and adapted solutions.
