This produces a structural illusion in which analytical capability is mistaken for operational intelligence.</p> <p> </p> <p>Paragraph 3</p> <p>Nexus Operational Intelligence (N.O.I.) rejects this framing. Within N.O.I., intelligence exists only where decision authority, consequence ownership, and the capacity to refuse action coexist within a coherent system boundary.</p> <p> </p> <p>Paragraph 4</p> <p>A system that can recommend but cannot refuse, predict but cannot halt, or optimize without bearing consequences remains categorically external to intelligence. It functions as an advisory instrument, not an intelligent system.</p> <p> </p> <p>Paragraph 5</p> <p>This work formalizes authority as a necessary criterion for intelligence and introduces a clear distinction between computational cognition and operational intelligence.</p> |
