contents <p>The Community Recovery Index (CRI) is a community‑level measurement tool designed to assess the relational, cultural, and structural conditions that make trauma recovery possible. This manuscript defines the CRI, outlines its conceptual foundation in Covenantal Decolonial Life Studies (CDLS), and presents a three‑stage Participatory Action Research (PAR) methodology for co‑designing and validating the instrument. Exemplar CRI items, a psychometric validation plan (EFA → CFA; convergent and discriminant validity; measurement invariance), and ethical governance structures are included to support community ownership and methodological rigor. The CRI is intended to complement existing clinical tools and provide practitioners, researchers, and policymakers with a culturally grounded, community‑authored metric for assessing recovery conditions.</p>
