- <p>This paper opens the temporal reconstruction arc of the Ordered-Dynamics Reconstruction Program by introducing operational time regulation as an emergent dynamical constraint. Time is treated as a regulated operational quantity rather than a background parameter, arising from bounded influence, record consistency, and ordering constraints.
