-
We propose a resolution of the black-hole information paradox within the 5D Bulk/Brane
topology and informational bookkeeping of the v13 Holographic Decompression program. The
key move is to treat black holes as re-compression engines: a horizon implements an effective
map rho_I -> rho_L, converting complex, highly structured brane degrees of freedom
(Execution, rho_I) into latent bulk storage (Latency, rho_L) without violating global unitarity.
Information is not destroyed; it is transferred to bulk-accessible microstates that are invisible to
a 3+1D observer. From the brane perspective this transfer appears as loss because the relevant
observables are traced over bulk degrees of freedom. We interpret Hawking radiation as the
Landauer cost of irreversible coarse-graining associated with compression: the entropic heat
required to eject (or re-encode) degrees of freedom while the net information is conserved in
5D. To increase scientific traction, we add a technical appendix: a fully unitary toy model
(Stinespring dilation) that reproduces (i) apparent non-unitarity on the brane, (ii) a
Page-curve-compatible entropy evolution once the bulk completion (islands) is included, and
(iii) a quantitative Landauer bound relating information flux to Hawking energy and entropy
flux. We also list conservative falsifiability handles and parameterizations for an effective
re-compression rate Gamma_BH.
