| contents | <p>This note formalises a methodological constraint implied by prior diagnostic analysis of governance failure in contemporary AI deployment. It examines whether governance mechanisms that operate after trust, delegation, or reliance have been established are structurally capable of addressing failure modes whose causal origin precedes those conditions. The analysis does not evaluate the effectiveness of existing governance approaches, nor does it propose alternative mechanisms. Instead, it isolates a limit condition concerning the timing and location of governance intervention. The constraint articulated here is structural rather than contingent, arising from the ordering of events in human–system interaction rather than from deficiencies in implementation, intent, or technical capacity.</p> |
