contents <p>This paper presents a lightweight prototype that integrates a digital banking component with a smart-city service: purchasing internet quota packages for municipal CityWiFi access points. The system is implemented in Java with a Swing-based GUI and a MySQL backend. Banking ledger exports are monitored via a file-driven synchronization pipeline, and balance updates are propagated to the database to enable near-real-time purchase operations. The design follows object-oriented principles and uses an event-driven mechanism based on Java WatchService to react to file updates. The prototype is validated with functional scenarios, including login, insufficient balance, and crypto-based purchases.</p>
