| contents |
Collective decision-making processes in political, administrative, and organizational contexts are often characterized less by a lack of information than by a structural conflation of heterogeneous contributions. Factual claims, opinions, preferences, procedural steps, and decisions frequently coexist within the same communicative and operational contexts without explicit differentiation, leading to reduced transparency, limited auditability, and difficulties in ex post reconstruction.

This paper introduces the concept of nomology as a formal ordering framework for the structured description of collective decision processes. Nomology is defined as a system of explicitly specified categories, relations, and mechanisms that operate on a structural level prior to the application of concrete decision procedures or normative evaluations. Rather than prescribing outcomes or optimizing decisions, the proposed framework aims to make the roles, transitions, and dependencies within decision processes explicit and formally traceable.

The paper delineates the core elements of a nomological framework, including fundamental contribution types, relational structures, and processual transitions, and clarifies its distinction from ontologies, explanatory theories, and normative programs. Furthermore, the relationship between nomology and existing approaches in science theory, social systems theory, computational social science, and explainable artificial intelligence is discussed.

By providing a theory-agnostic and procedure-independent structural layer, nomology enables the systematic comparison, documentation, and auditability of collective decision processes across domains. The framework is proposed as an open research approach with potential applications in governance, organizational analysis, and the design of accountable socio-technical systems.
|
