  • <p>This paper introduces VSI–1, a governance-grade visibility KPI that operationalizes multi-band detectability stability in JWST deep-field catalogs. VSI–1 classifies objects as visibility-stable when detection persists across multiple short bands, independent of calibrated luminosities or star-formation modeling. Using deterministic survey-window controls, redshift stratification, and blocked permutation nulls with centered two-sided p-values, we test whether visibility stability is conditionally associated with local environment. In PRIMER–COSMOS, VSI–1 exhibits a positive, scale-localized governed excess at a preregistered organizer-scale operating point that survives conservative null hardening and strengthens under relaxed exchangeability without a sign flip. In PRIMER–UDS, the same operating point yields a clean null under identical governance. Together, the results rule out universal monotone density amplification and support a conditional, organization-linked visibility channel: stable observability emerges where organizer-scale structure is present and vanishes where it is not. All results are self-producing under a strict artifact contract with a complete run manifest. The study does not introduce new matter; it tests what makes matter visible.</p>
