contents <p>This paper establishes <strong>energy regulation</strong> as a necessary condition for persistence in physical systems within the Binary-Constructivist Constraint Framework (BCCF).</p> <p>Within BCCF, persistence is not assumed or inferred from observation. It is treated as a conditional outcome of continued executability under explicit constraints. This work shows that, for physical systems, executability over time requires regulation of energy flow, dissipation, and accumulation within bounded limits.</p> <p>The paper formalizes how mass constrains energy regulation, delimiting regimes of persistence, marginal execution, decay, and emergence. These regimes are not derived from dynamics or optimization, but from whether energetic constraints required for continued execution can be satisfied.</p> <p>No new primitives or executability criteria are introduced. All definitions, semantics, and halt conditions are inherited from the previously bound framework. This work functions as the first major consequence of that binding, identifying energy regulation as an unavoidable constraint on physical persistence.</p> <p>This paper provides the basis for later classification of regimes, thresholds, and observable transitions across scales within BCCF.</p>
