contents <p>This analytical data sheet is grounded in hydrological system dynamics and long-term hydro-environmental processes. It proposes a non-prescriptive interpretative framework addressing a structural blind spot common to WASH projects, climate resilience initiatives, and large industrial mining projects: the temporal mismatch between project cycles and the inertia of hydro-environmental systems.</p> <p>Rather than assessing impacts or project performance, the framework qualifies the risk of interpretative error arising when hydrological or hydro-environmental signals are observed over time windows incompatible with system response times. The focus is on analytical caution, signal attribution, and temporal coherence.</p> <p>Designed for data-limited tropical basins, the framework provides a shared analytical language for NGOs, donors, and industrial operators to support cautious interpretation, institutional credibility, and defensible communication under uncertainty.</p> <p>DOI: https://doi.org/10.5281/zenodo.18215406</p>
