- <p>This paper consolidates a seven-manuscript CDIP (Complex-Dynamic Intelligence Pro- tocol) framework into a single, audit-ready standard (CDIP v1.1). The unified architecture formalizes interactive dynamics through a conditional symplectic effective theory on a recon- structed phase space with complex coordinates z = ξ + iK . We provide (i) a minimal axiom- atization; (ii) an explicit validity domain with declared failure modes; (iii) an operational bridge from discrete interaction logs to continuous effective flows; (iv) a stratified-reduction clause resolving the apparent tension between global symplectic structure and overdamped gradient descriptions on emergent order-parameter strata; and (v) a fully specified Annex B defining minimal-sufficient conditions for Step-3 reconstruction mappings (Φ, Ψ), including a concrete compliance reporting format that closes the loop with observational tests (lin- ear response, effective non-commutativity, and synchronization-induced phase transitions). The outcome is a coherent specification that separates definitional commitments from con- ditional theorems and provides an implementable verification interface for future empirical and theoretical work.</p>
