•
This paper is part of a coherent research program developing an informationally emergent physical framework.

P31 investigates the emergence of cosmological scaling behavior and large-scale gravitational deviations arising from informational dynamics. Building on the emergent gravitational framework developed in previous papers, the analysis shows how deviations from standard gravitational behavior naturally appear at cosmological scales as a consequence of coherence constraints and large-scale informational organization.

The work provides an informational interpretation of cosmological phenomena and large-scale gravitational effects, offering an alternative structural explanation for deviations typically attributed to additional fields or modifications introduced at the phenomenological level.

While this paper can be read independently, its full significance becomes clear only within the complete sequence of papers (P00–P32).

The reference entry for the full framework, including priority timestamp and complete context, is:
DOI: 10.5281/zenodo.18369063
