Current workflows operate as "black boxes"—circuits are submitted to cloud backends with no visibility into device state, compilation decisions, or result provenance. This paradigm is incompatible with enterprise requirements for cost control, regulatory compliance, and diagnostic clarity.</p> <p>This white paper introduces <strong>QCOS (Quantum Computing Operating System)</strong>, a Glass-Box technology developed by SoftQuantus innovative OÜ that provides hardware-agnostic quantum computing governance. Through real-time device state capture, predictive fidelity estimation, and cryptographically signed evidence bundles, QCOS transforms quantum computing from an experimental tool into a manageable enterprise resource.</p> <p>We present validated 20-qubit benchmark results on IBM Quantum hardware demonstrating: (1) conservative fidelity prediction with 61.74% measured vs. 37.55% estimated for GHZ states, (2) successful infeasibility detection preventing wasted quantum credits, and (3) 100% cryptographic evidence bundle validity for regulatory audit trails.</p> <p> </p>
