- <p>This study examined how Republic Act 9178, also known as the Barangay Micro Business Enterprises (BMBEs) Law, is being implemented in Calapan City. Using a mixed-methods approach, the research examined the background of registered BMBE owners, their level of awareness of the law, and the extent to which they use the incentives provided. Data were gathered from 30 registered BMBE owners selected through purposive sampling, along with in-depth interviews with 11 participants to gain deeper insights. The results showed that most BMBEs in Calapan City are small retail businesses that operate with minimal starting capital and limited technical skills. While many owners were aware of the law—particularly the tax exemption benefit—other incentives, such as access to credit and technology support, were rarely used. The analysis revealed a clear gap between what business owners know and what they can apply in practice. Even when owners are aware of the incentives, they often struggle to avail of them due to complex procedures, poor coordination among government agencies such as DTI, BIR, and local government units, and a lack of information at the barangay level.</p>
