- <p>This paper establishes physical kernels as hard admissibility gates that constrain which theory proposals are even intelligible, rather than as empirical targets, dynamical substrates, or adjustable modeling choices. Physical kernels are treated as fixed constraint loci that determine admissible proposal space in advance of explanation, prediction, or validation. By exhaustion, any theory proposal that attempts to bypass, soften, or reinterpret these kernels as provisional or negotiable is shown to violate standing and fail closed. The analysis is structural and negative, not constructive: it records which classes of theoretical proposal are ruled out in principle, without providing evaluation procedures, acceptance criteria, or methodological guidance.</p>
