| contents | <p><span>This working paper examines development orientation as a recurring structural feature of State participation in space activity. It analyzes how international space law embeds a public benefit framing and how State practice reflects development logic as both a justification and sequencing mechanism for space capability development. The paper situates development orientation within treaty interpretation, institutional design, and comparative State practice, and clarifies its relationship to responsibility, liability, registration, and supervision obligations under international space law.</span></p> <p><span>The analysis is doctrinal and descriptive. It does not propose development models or regulatory reforms. Instead, it examines how development framing operates as a persistent narrative and operational layer across space governance systems, consistent with the principle that outer space shall be used for the benefit and in the interests of all countries as reflected in early treaty formulations such as Outer Space Treaty Article I.</span></p> |
