contents <p><em><span>The Indian Ocean Region (IOR) has emerged as a critical arena for global maritime trade, strategic competition, and environmental governance. In this context, India's SAGAR (Security and Growth for All in the Region) doctrine, articulated in 2015, presents a comprehensive vision for regional maritime cooperation rooted in security, economic growth, environmental sustainability, and collective development. This paper critically examines the evolution and operationalization of the SAGAR doctrine as a strategic blueprint for India’s maritime engagement in the IOR, particularly in response to shifting geopolitical dynamics and emerging blue economy challenges. Through an interdisciplinary approach combining elements of international relations, maritime security, and ocean governance, the study analyses India’s initiatives in enhancing maritime connectivity, capacity building, disaster relief, and environmental stewardship across littoral states. The paper also investigates the doctrine’s alignment with India’s strategic interest while highlighting its limitations amid China’s expanding maritime footprint and the fragmented regional institutional landscape. The research finds that while SAGAR marks a strategic shift in India’s maritime outlook—from a land-centric to an ocean-centric posture that requires deeper institutionalization, resource enhancement, and inclusive governance mechanisms to achieve its full potential which has now been renamed and rebranded as MAHASAGAR</span></em></p>
