  • <p>This Technical Companion provides the methodological, psychometric, governance, and theoretical foundations supporting the Global Data Literacy Standards (DLS). While Part III defines normative learner outcomes organized across Data Literacy Levels (DLL 1–16), this companion clarifies validation design, cognitive rigor alignment (including DOK mapping), ethical integration, adaptive measurement architecture, visualization principles, and versioning mechanisms.</p> <p>The document preserves the normative integrity of the standards while providing transparency for standards reviewers, policymakers, assessment designers, researchers, and endorsement bodies. This release does not alter the normative content of the standards themselves.</p>
