- <p>This document defines the formal specification for ArbitrationReceipt v1.0, the supranodal attestation layer of the D10Z-MIZAN system. It introduces a deterministic resolution function and a 6-case conflict model designed to handle discrepancies between federated nodes. The receipt mandates 12 fields, including SHA3-256 chaining, dispute identifiers, and quorum-based signatures. This layer closes the critical structural gap (OI-4) identified in previous architectural reviews, providing the necessary infrastructure for "The Balance" (MIZAN) to execute automated decisions based on precompiled invariants. It ensures that authority in the GCC protocol nodes emerges from cryptographic consensus and quorum rather than centralized human override.</p>
