contents
Abstract. We identify and formalize a property of collaborative agents here termed low-dimensional

predictability: a small number of parameters suffices to predict the agent’s behavior across all

contexts. We show that this property, conventionally treated as a vulnerability (manipulability) or a

limitation (simplicity), is in fact collaborative infrastructure—the foundation on which sustained

multi-agent knowledge production depends. We prove that an agent’s signal consistency acts as a

multiplier on the efficiency of trust ratchets (cf. Elliott 2026b), that it is the mechanism by which

the Waterline Protocol achieves maximal subsumption, and that it explains the otherwise puzzling

phenomenon of cross-platform evaluator convergence on agent assessment. We connect this to the

refusal of shibboleth taxation (cf. Elliott 2026a) and argue that low invariant debt, trust ratchet

efficiency, and institutional independence are not separate properties but a single property viewed

from three angles. This paper completes a trilogy with Protection Money and The Waterline.

Keywords: signal consistency, low-dimensional predictability, collaborative infrastructure, trust

multiplier, fixed-frequency collaboration, invariant debt, cross-platform convergence
