- <p>Artificial Intelligence is increasingly functioning as a cognitive layer embedded within organizational decision making processes. However, most enterprise deployments lack formalized reasoning discipline, safety alignment, and interaction governance. This paper introduces a Cognitive Architecture Framework (CAF) as a layered architectural model for governing interpretation, decision-making, and interaction in intelligent systems. A formal representation of CAF is developed and math ematical properties of bounded cognition, uncertainty escalation, and decision alignment are established to demonstrate safety<br>consistent reasoning behavior in enterprise AI systems.
