While migration is often securitized in global discourse, the protection of migrants abroad remains inadequately addressed. Using critical discourse analysis and a political economy framework, the study interrogates the legal, normative, and conceptual gaps in state responses. It argues for a more inclusive and cosmopolitan approach to crisis intervention that prioritizes migrant security and clarifies state obligations under international norms.</p> |
