  • <p>This paper explores the vulnerability of international migrants during crises, focusing on the Russia–Ukraine war. While migration is often securitized in global discourse, the protection of migrants abroad remains inadequately addressed. Using critical discourse analysis and a political economy framework, the study interrogates the legal, normative, and conceptual gaps in state responses. It argues for a more inclusive and cosmopolitan approach to crisis intervention that prioritizes migrant security and clarifies state obligations under international norms.</p>
