contents <p>Atlas III upgrades the CoreLumen atlas sequence from static structural classification (Atlas II) to a stabilized dynamic-flow and measure framework.</p> <p>The strong-curvature control variable χ = 27M²H² is promoted to a time-evolving coordinate equipped with a landscape surrogate Φ(χ), a Fokker–Planck density layer with stationary measure P∞(χ), a trajectory-aware dwell distribution Pdwell(χ), and a coarse metastable transition graph.</p> <p>Long-time echo statistics are constructed by propagating Atlas II echo proxies through Atlas III stationary and dwell measures. The formulation is structural, proxy-based, and regime-local, conditional on effective-field validity and Structural Charter assumptions (Zρ > 0, Zθ > 0, c_s² > 0, c_T = 1).</p> <p>No observational parameter fitting, detector-level inference, ultraviolet completion, or singularity-resolution claims are made.</p>
