| contents | <p><span lang="EN-US">The article provides a comprehensive scientific justification for the necessity of transforming the technical supervision system in Ukraine amidst large-scale post-war reconstruction. The authors demonstrate that the traditional "universal" model of a technical supervision engineer no longer meets the increasing technological complexity of construction projects, leading to fragmented control and higher risks of latent defects. The study proposes a transition to a matrix model of functional specialization based on the distribution of responsibilities among specialized technical supervision engineers across three strategic vectors: structural safety and reliability, engineering networks and sanitary systems, and energy efficiency and integrated automation systems.</span></p> <p><span lang="EN-US">Particular attention is paid to the organizational and technological interaction of specialized groups with the Unified State Electronic System in the Construction Sector (USESCS). Within the research, the concept of implementing multi-level access protocols is formulated, ensuring the personal responsibility of each specialist for data verification within their professional competence. The role of support staff in ensuring the continuity of "digital twin" formation with reliable primary data is defined. The research results confirm that implementing a specialized approach significantly improves the quality of verification for specialized types of work and guarantees the compliance of actual safety parameters of complex engineering systems with design values, which is critically important for the restoration of Ukraine's industrial and critical infrastructure.</span></p> |
