contents
Public health surveillance systems in Senegal are essential for monitoring diseases and implementing effective interventions. However, their reliability can be questioned due to potential biases or data inconsistencies. A DiD model was applied to analyse changes over time in reported disease incidence between two groups: one exposed to improved data collection methods and one not. Uncertainty around the estimates is quantified using robust standard errors. The analysis revealed a significant reduction (p < 0.05) in underreporting of infectious diseases in the group receiving enhanced reporting standards, indicating an improvement in system reliability. Despite initial concerns about data quality and completeness, our findings suggest that Senegal's public health surveillance system can be more reliable with targeted improvements. Future studies should focus on validating DiD model assumptions and exploring potential areas for further enhancement of the surveillance system. Public Health Surveillance, Difference-in-Differences, Data Quality, Reliability Assessment Treatment effect was estimated with $\text{logit}(p_i)=\beta_0+\beta^\top X_i$, and uncertainty reported using confidence-interval based inference.
