- <p><strong>Abstract</strong></p> <p dir="ltr">Morocco is no longer merely an emerging state. It now acts as a stabilizing force, a regional connector, and a shaper of its geopolitical environment, gradually assuming the role of the beating heart of Africa’s strategic architecture. Over the past decade, the Kingdom has experienced a profound transformation, marked by ambitious infrastructure development and a growing sophistication in its foreign policy strategy. This study contends that such evolution cannot be reduced to a conjunctural shift. Rather, it reflects a methodically constructed trajectory of strategic affirmation.</p> <p dir="ltr">Drawing upon the analytical lenses of neoclassical realism and smart power theory, this research sheds light on a distinctive diplomacy of influence. This diplomacy is defined by Morocco’s ability to differentiate its geopolitical posture, manage interdependence with flexibility, and adapt to changing contexts with strategic agility. The hypothesis underpinning this work suggests that Morocco articulates a dual logic. On one hand, it seeks strategic integration within the Euro-Mediterranean space, positioning itself as a normative and economic partner. On the other hand, it aims to structure the Sahel-Saharan region geopolitically, emerging as a regional architect in a fragmented and vulnerable space.</p> <p dir="ltr">In the first section, the analysis lays the conceptual foundations of this trajectory by deconstructing the notions of intermediate power and pivot state. These concepts are then reinterpreted in light of the specificities of a Global South actor. The second section explores the structural instruments underpinning this adaptive strategy, focusing on the Maritime Pivot, which is embodied by Tanger Med and the Atlantic Initiative, and on the Phosphate-land, which operates as a geoeconomic tool for normative diplomacy. Finally, the third section proposes a comparative analysis of Morocco’s modes of influence across northern and southern arenas. It demonstrates the Kingdom’s capacity to combine Euro-compatible pragmatism with an assertive African leadership.</p> <p dir="ltr">Through this approach, the study offers a renewed and critical perspective that moves beyond Eurocentric narratives, and foregrounds Morocco’s growing ability to shape regional orders and redefine the dynamics of global influence.</p> <p><strong>Résumé</strong></p> <p dir="ltr">Le Maroc ne se contente pas d’émerger, il stabilise, connecte et façonne son environnement régional, assumant le rôle de cœur battant géopolitique du continent africain. Le Maroc d’hier n’est plus celui d’aujourd’hui. Le Royaume a connu, au cours des dix dernières années, un développement considérable, tant sur le plan des infrastructures que dans la formulation de ses stratégies diplomatiques. Ce travail défend l’idée selon laquelle cette transformation n’est ni conjoncturelle ni superficielle, mais s’inscrit dans une trajectoire d’affirmation stratégique construite avec méthode. </p> <p dir="ltr">En mobilisant les grilles d’analyse du réalisme néoclassique et du smart power, ce mémoire met en lumière une diplomatie d’influence singulière, fondée sur la différenciation géopolitique, la maîtrise des interdépendances et une remarquable agilité contextuelle. Il s’appuie sur une hypothèse centrale selon laquelle le Royaume articule simultanément une logique d’insertion stratégique dans l’espace euro-méditerranéen, en tant que partenaire normatif et économique, et une logique de structuration géopolitique dans l’espace sahélo-saharien, où il se positionne comme architecte régional. </p> <p dir="ltr">La première partie jette les fondements conceptuels de cette trajectoire, en déconstruisant les notions de puissance intermédiaire et d’État-pivot, pour les réinvestir dans le contexte spécifique d’un acteur du Sud global. La deuxième partie analyse les deux leviers structurants de cette stratégie adaptative . Le Pivot Maritime, incarné par Tanger Med et l’Initiative Atlantique, et le Phosphate-land, levier géoéconomique de diplomatie normative. La troisième partie propose une étude comparative des modalités d’influence déployées au Nord et au Sud. Elle met ainsi en évidence la plasticité stratégique du Royaume, capable de concilier un pragmatisme compatible avec les standards européens et une ambition structurante sur le continent africain.</p> <p dir="ltr">Cette recherche propose une lecture actualisée et critique des dynamiques de puissance, en dépassant les récits eurocentrés pour mieux saisir le rôle croissant du Maroc dans la reconfiguration des ordres régionaux contemporains.</p> <p> </p>
