  • <p>Information Technology project management in the Brazilian public sector presents specific characteristics that distinguish it from private sector management. This article analyzes how specific regulations and legislation affect the conduct of governmental IT projects, requiring adaptations to traditional management models. Through a systematic review of the national literature, including scientific articles, dissertations, and theses published between 2015 and 2025, the main normative instructions and laws governing the contracting and execution of technological projects in public administration were examined. The results show that the direct application of private sector project management methodologies, focused on resource management, is inadequate for the public context. Normative Instruction SGD/ME No. 94/2022 represents a paradigmatic shift by establishing management based on measurable deliverables. The study identifies three main convergences in the literature, four critical gaps, and four opportunities for improvement. The findings confirm that traditional private sector models are inadequate for the public sector, highlighting the need for a hybrid approach that combines deliverable-based management with compliance with the applicable normative framework.</p>
