contents <p>This work proposes a minimal scalar–tensor framework for toroidal hypercoherence within the ToE–2PS paradigm. The model introduces a coherence field that modifies gravitational dynamics in the quasi-static regime, naturally reproducing the Radial Acceleration Relation (RAR) observed in galaxy rotation curves. The transition acceleration scale emerges from cosmology through the relation, suggesting a connection between galactic dynamics and the large-scale structure of spacetime. The framework provides an emergent explanation of MOND-like phenomenology while remaining compatible with Newtonian and relativistic limits</p>
