contents <p>Atomic structure is accurately described by quantum mechanics and quantum<br>electrodynamics, yet the physical origin of long-term stability of stationary states<br>and the hierarchy of lifetimes admits deeper interpretative analysis. In this work<br>we present an axiomatic formulation of the Z–REP–DSR Atomic Model, where<br>atoms are treated as open quantum systems weakly coupled to a structured physical<br>vacuum. Without modifying the Schr¨odinger equation or QED predictions, we<br>introduce a universal stability principle based on Dual Spectral Resonance (DSR)<br>and the existence of a Radioactive Equilibrium Point (REP). Stability emerges<br>as a consequence of minimal spectral mismatch between atomic eigenfrequencies<br>and vacuum response frequencies. The framework is fully consistent with open<br>quantum system theory [1], decoherence theory [2], and Lindblad dynamics [3],<br>while preserving standard atomic spectra derived from quantum mechanics [4]</p>
