contents <p>Distributed authority in project governance enables flexibility but increases the risk of interpretive divergence in acceptance decisions. This study introduces Acceptance Meaning Invariance (AMI) as a governance stability mechanism that constrains semantic drift across interfaces and life cycle transitions. Integrating governance theory, temporary organizing, and sensemaking perspectives, the paper develops a causal model linking distributed authority to interpretive variance, decision entropy, and escalation dynamics. An analytical illustration demonstrates how invariance failure emerges under contextual heterogeneity and how structured anchoring mechanisms restore convergence. The study proposes operationalization strategies and empirical research designs to test AMI as a measurable governance construct. By re-frame escalation as a function of semantic instability rather than structural failure alone, the paper advances a testable theory of decision stability in complex project environments.</p>
