- <p>We propose the Dynamic Equilibrium Principle: that stable physical systems persist not through static balance but through bounded dynamical motion in which opposing tendencies continuously redirect the system, maintaining its structure within finite limits. The principle generates a hierarchy of structural length scales anchored to a fundamental confinement radius, expressible in closed dimensionless form. Applied to the water molecule using the Bohr radius a₀ as the confinement scale, it reproduces all three principal structural distances of water through successive equilibrium solutions of the governing Coulomb potential. The principle further predicts that structural failure occurs preferentially in the direction of the softer restoring force — a consequence of the potential asymmetry at the equilibrium point.</p>
