contents <p>Modern physics evaluates theories primarily through predictive success, yet predictive adequacy alone does not guarantee structural completeness, domain validity, calibration consistency, or operational closure. Many frameworks rely on implicit assumptions about measurement and applicability.</p> <p>This paper introduces STT-CR (Sequential Time Theory – Critical Review), an auditable framework that specifies formal conditions under which theoretical structures become operationally accountable. The framework represents theories canonically as ⟨Θsys, P, C, D⟩, comprising theoretical degrees of freedom, measurement protocols, calibration structure, and explicitly identified defects.</p> <p>Defects are defined as non-closed observational loops and are resolved through minimal Θ-completion. Every admissible extension must yield either measurable differential effects or falsifiable upper bounds, treating null results as constructive outputs.</p> <p>STT-CR proposes a procedural standard for theory audit and completion, reframing scientific progress as systematic reduction of unresolved structural incompleteness rather than speculative extension.</p>
