contents <p><strong><em><span lang="EN-US">In the article, the authors summarize the results of the feasibility, market, financial and risk-based assessment of the first stage complex creation for the removal and neutralization of biological (veterinary) waste in the city of Odesa from the standpoint of regulatory justification, environmental safety, social necessity, financial feasibility and competitive environment. Optimistic and pessimistic implementation scenarios are considered, key risks are identified and mechanisms for their minimization are determined. Based on the results of the analysis, the feasibility of creating such a complex under martial law as a non-profitable, but socially necessary municipal system element of environmental and sanitary safety is substantiated. At the same time, the pessimistic development scenario is recognized as economically and institutionally unjustified, since its implementation will lead to an increase in environmental, sanitary and social risks during the war.</span></em></strong></p>
