- <p>Ξ = E_flow/E_hold is shown to be the universal transition invariant between OTIS hierarchy levels, governing: Reynolds number (turbulence), neuron depolarization threshold, laser generation, crystallization, superconductivity. The synapse is located at level k ≈ N₂ = 21. The Rydberg constant (99.9996%) and Bohr radius (99.98%) are derived from OTIS without new parameters.
