The Bessel-type Mother sector is rigorously derived from dilation operator Mellin symbols (resolving previous ad hoc formulations), while the Ghost sector employs phase coherence detection (∇φ ≈ 0) rather than fragile amplitude minimization.</p> <p>Main result: 17.6-fold amplification of von Mangoldt signals over neutral weighting in the optimal regime (δ=0.264, ε=0.001), with 6.7× robustness over random controls.</p> <p>Epistemic stance: This constitutes numerical evidence, not a proof of the Riemann Hypothesis. We explicitly detail three falsification protocols (symmetry circularity test, spectral gap exclusion for σ≠1/2, and high-zero validation) required for global claims. The framework establishes a quantifiable local-asymptotic detector of prime-power arithmetic with rigorous derivation and transparent limitations.</p>
